■ Near-Poverty Class Eligibility

① As of 2022, the household’s recognized income must be

at or below 50% of the median income.

(Assets and conversion rates are explained below.)

If you meet the above requirements, you are eligible for government-supported

near-poverty class benefits.

For reference, the detailed criteria are as follows.

First, a three-person household must have a monthly recognized income of 2.09 million won or less, and a four-person household must have a monthly recognized income of 2.56 million won or less to qualify for near-poverty class status.

However, don’t assume, “My household is a four-person household,

and my monthly salary is 2.5 million won, so I meet the requirements!”

This is because the monthly recognized income doesn’t just look at income;

it also calculates assets held.

The formula for calculating your income recognition amount (assessed income)

can be found in the red box above.

However, because the conversion rates for real estate, automobiles, and financial assets

are all different, it’s not easy to calculate directly.

 

So, what do you do in this situation?!

You can use Bokjiro’s “Welfare Service Simulation Calculator.”

After accessing the Bokjiro website,

click the numbers in the image in order to display the screen below.

After entering your household number, residence, income, assets, etc.

and clicking “View Results” below,

you can easily check the median income

ratio relative to your income recognition amount.

That’s it. If the screen above shows that your median income is

50% or less, you are likely to meet the criteria for the near-poor class.

How do I apply?

You can apply using the two methods above,

but according to reviews,

it’s more convenient to apply in person at a community service center

where staff can assist you,

because proof of income and assets are required.

Benefits

The benefits available to the near-poor class

are numerous. Representative benefits include grain discounts,

school milk for children, medical expenses, rental housing,

Culture Nuri Card, mobile phone bill discounts,

elementary, middle, and high school tuition, city gas bill discounts,

and financial benefits. However, the list is so extensive

that it’s impossible to post them all.

 

So, how do you check the specific benefits?

After accessing the Bokjiro website, go to the main screen

under the top menu, select Welfare Services → Find Services

→ Service List.

Then, a screen like the one above will appear.

Check “Low Income” and search for “Near-Poverty Class.”

You can then view all the benefits available to those in this class.

As of March 24th, there are 32 government-supported

benefits and 228 local government-supported

benefits, for a total of 289 welfare services.

you can also use the method above to find out for yourself.

Certificates and Confirmation

To receive government-supported or local government-supported benefits, you will need a certificate of near-poverty and

confirmation.

Go to the Bokjiro website, go to “Service Application”

→ “Certificate Issuance.”

After logging in with your certificate,

click “Apply for Near-Poverty Class Confirmation.”

Enter your contact information, purpose, and submission location,

and click “Apply for Issuance” at the bottom.

That’s it!

For reference, the applications include public institutions, financial institutions, educational institutions,

private organizations, medical institutions, corporate submissions, and others.

You can choose the one that best suits your needs.
